Northern India Gets Corporate Governance Boost: MCA Inaugurates Regional Director (NR–II) & ROC Haryana Offices in Chandigarh
The establishment of these offices reflects the Government’s continued commitment to decentralisation of corporate administration and strengthening the ease of doing business ecosystem across Northern India.

In a major institutional development, the Ministry of Corporate Affairs (MCA), Government of India, inaugurated the Office of the Regional Director (Northern Region–II), Chandigarh, along with the Office of the Registrar of Companies (ROC), Haryana. The ceremony was formally led by Shri R. C. Mishra, the newly appointed Regional Director (NR–II), Chandigarh.
The move marks a significant step toward decentralised corporate governance and enhanced regulatory efficiency across Northern India, reinforcing the Government’s commitment to improving the ease of doing business.
Addressing the gathering, Shri R. C. Mishra stated that the operationalisation of the Regional Directorate in Chandigarh is a decisive step towards more responsive, transparent, and efficient corporate administration.
“The operationalisation of the Regional Directorate at Chandigarh is a decisive step towards responsive, transparent, and efficient corporate governance. Our focus will be on timely disposal of statutory matters, uniformity in regulatory interpretation, and meaningful stakeholder engagement across the region comprising Haryana, Punjab, Uttarakhand, Himachal Pradesh, and the Union Territories of Chandigarh, J&K and Ladakh.”
He further emphasised that the Directorate will adopt a facilitative and reform-oriented approach while maintaining the integrity and robustness of the regulatory framework.
Shri Sanjay Verma, Registrar of Companies, Haryana, highlighted the benefits of the newly established ROC office, stating that it will significantly improve regulatory accessibility and service delivery within the state.
“With the establishment of ROC, Haryana at Chandigarh, corporates and professionals will benefit from greater proximity to the regulator, faster processing of e-forms and statutory filings, and strengthened compliance oversight. We remain committed to promoting a resolution-oriented compliance environment and enhancing ease of doing business.”
Adding his perspective, Shri Anupam Vashista, Registrar of Companies, Punjab & Chandigarh, welcomed the initiative, noting that the new offices would strengthen the administrative framework of the Ministry in the Northern Region.
“The creation of the Regional Director (NR–II) and ROC, Haryana at Chandigarh strengthens the administrative framework of the Ministry in the Northern Region. It will ensure better coordination, reduce pendency, and enhance service delivery standards for stakeholders across the region.”
The newly inaugurated offices will cater to stakeholders across Punjab, Haryana, Himachal Pradesh, Uttarakhand, the Union Territory of Chandigarh, and the Union Territories of Jammu & Kashmir and Ladakh. They are expected to expedite key corporate matters including fast-track mergers, shifting of registered offices, company conversions, adjudications, appeals, and other statutory approvals.
The Ministry has appointed Shri R. C. Mishra as the first Regional Director (Northern Region–II), Chandigarh, and Shri Sanjay Verma as the first Registrar of Companies, Haryana. The offices have become operational with effect from 16 February 2026, pursuant to the Office Memorandum and Gazette Notification issued by the Ministry of Corporate Affairs.
With this strategic expansion, the MCA has reinforced its commitment to efficient corporate governance, stakeholder-centric service delivery, and a strengthened regulatory ecosystem across Northern India.
